FireSmart: “Forest and land management options to prevent unwanted forest fires” is a Support Action financed by the European Commission under the 7th Framework Programme.
The ultimate objective of this project is to contribute to the prevention of unwanted forest fires by identifying possible obstacles that reduce the effectiveness of prevention measures and by deriving recommendations to integrate fire prevention in regular forest management.
The project pays a particular attention to the dissemination of all results derived.
The dissemination strategy will be made up around a specific project web-site – providing data, analysis and reports at different levels of complexity in different languages- and around thematic workshops and face-to-face contacts, the latter at the local/regional level with the stakeholders of the entire
silvicultural chain.
We are inviting you to participate in a short questionnaire that asks a variety of questions about forest fire prevention.

Comment: Forest Fires are very complex phenomena which, under the right physical conditions, can rapidly devastate large areas, as demonstrated by recent events. There is also widespread awareness that the risk may increase as a result of climate changes.

Different approaches are required for controlling fires in rural areas as opposed to urban environments, and strongly depends on the physical characteristics of
the surrounding region. It also depends on weather conditions, regional activities, forest type, as well as social and economic factors.

Forest fires analysis and mitigation requires the development of computer codes that can take into consideration a large number of different parameters. This conference will focus on the latest research and applications of computational tools that are available to analyse and predict the spread of forest fires in an
attempt to prevent or reduce major loss of life and property as well as damage to the environment.

At present there is insufficient knowledge of the behaviour of fires and how they propagate. This lack of appropriate studies makes these phenomena very difficult to control and is one of the most important obstacles to the reliable production, optimisationn and development of an appropriate decision support
system.

Public concern in this topic is increasing as uncontrolled fires may lead to major ecological disasters, and usually result in negative economic and health implications for the region.

This Conference aims to address all aspects of forest fires, from fire propagation in different scenarios to the optimum strategies for fire-fighting. It will also cover issues related to economic, ecological, social and health effects.

We would like to invite you to participate in the session Wildfires, Weather and Climate (NH8.5/AS4.03/CL48) included in the Natural Hazards Programme, of the European Geosciences Union (EGU) General Assembly 2008, to be held at the Austria Center Vienna (ACV) in Vienna, Austria, from 13 – 18 April 2008.

This session is co-organized by the Natural Hazards (NH), Atmospheric Sciences (AS) and Climate:Past, Present, Future (CL) programme committees and co listed in Geomorphology (GM) and Soil System Sciences (SSS) programmes.




Session description

This session will focus on the impact of atmospheric circulation on wildfires for different climates of the world, from the equatorial/tropical region to mid and high-latitudes.

The session will be concentrated on both (i) weather and (ii) climate/climate change, and their influence on wildfire activity. We welcome all submissions related to wildfires, weather and climate, but are particularly interested in the following:

(i) The relation between equatorial/tropical weather systems, monsoons, El Niño and wildfires, particularly in Africa, Brazil, Indonesia and Australia.
(ii) The impact played by large-scale teleconnection patterns (e.g. NAO, PNA, PDO) in terms of the monthly and seasonal scales on mid-latitude wildfire activity in the USA, Canada and Europe.
(iii) The impact of recent meteorological extreme events, namely heatwaves and droughts, in large wildfires in California and the Mediterranean countries (e.g. Portugal [2003], Spain [2005], France, Italy [2007], Greece [2007], California [2007]).
(iv) Possible changes of global and regional wildfire characteristics as a consequence of climate change.



This session is particularly devoted to synoptic and large scale studies (diagnosis/modeling); therefore, fire propagation models or similar applications that are applicable to only a local scale are out of the scope of the session.

We foresee a lively oral and poster session and look forward to your submissions on wildfires, weather and climate.

The EGU General Assembly 2008

The official language of the General Assembly 2008 is English. Simultaneous interpretation is not provided. It is therefore expected that authors are able to present their research more or less fluently in the English language.

The scientific programme of the General Assembly 2008 includes "Union Symposia", "Interdivision Sessions" and "Educational Symposia", oral and poster sessions on disciplinary and interdisciplinary topics covering the full spectrum of the geosciences and the space and planetary sciences, "Key Note and Medal Lectures", "Great Debates in the Geosciences" and "Townhall and Splinter Meetings".

The EGU General Assembly will bring together geoscientists from all over Europe and the rest of the world into one meeting covering all disciplines of the Earth, Planetary and Space Sciences. Subject: Phoenix Project centre - European Forest Institute
Comment: In May 2005, the European Forest Institute (EFI) approved the creation of the Regional Project Centre PHOENIX (2005-2009)on "Fire ecology and post-fire management", a consortium of EFI member institutions and other relevant partners carrying out specific research on fire ecology and post-fire management. The consortium currently includes 12 members from Mediterranean countries.

The objectives of the consortium are: (1) to obtain a sound database gathering the state-of-the-art of existing scientific knowledge concerning the fire characteristics of the different forest types and respective species; (2) to develop a set of criteria which can be used to classify forest types in terms of the associated fire hazard and resilience; (3) to define the potential and limitation of the various post-fire management options; (4) to help developing the transfer mechanisms needed between research and its application by end-users in this specific issue.

The coordination of PHOENIX is carried out by the Centro de Ecologia Aplicada “Prof. Baeta Neves”, Instituto Superior de Agronomia, Lisboa.

Subject: Two more died in recent forest fires in Spain
Comment: Still with the sad echoes of the 11 Guadalajara victims bouncing in our mind, yesterday we have learnt about two accidents that happened past saturday 6th in seldom fires in Avila and Ourense (Spain).

According to news, the first accident was a air-tanker that crashed shortly after water and fuel refill in fire fighting operations in Medeiros, Ourense province in Galicia. The pilot Antonio Díaz, 50, was experienced in fire fighting. The exact series of factors leading to this fatal accident are still to be investigated.

A second person died due to an accident in a forest fire declared in Casavieja, Avila, after suffering severe injuries caused by rock boulders fall. According to the information received, the area where the crew was working has a very steep slope and numerous boulders in the surface, some of them retained by vegetation. It seems that, after the burning of the vegetation, the rock that rolled into this man was in an unstable position, which caused the accident.

This fire is still active, with an affecred area of around 500 ha. mainly of pine forest, including a children summer camp that has been evacuated for safety reasons.

Spain and Portugal are suffering a severe heat wave these days, registering maximum temperatures above 40ºC, although winds are relatively low.

Subject: 11 Fatalities and 500 people evacuated in a wildfire in Guadalajara, Spain
Comment: The past saturday 16th, an unattended barbecue in Cueva de los Casares has started a wildfire which burned 6,000 hectares in the area of Alcolea del Pinar, Guadalajara, Spain. Regrettably 11 firefighters (of TRAGSA firm) died in the operations when trapped by fire in the term of Riba de Saelices. As for today the corpses haven't been rescued yed due to the difficulty of the fire, which is still active.

More than 500 people were evacuated from the affected municipalities (Luzon, Ciruelos del Pinar, Santa Maria del Espino and Tobillos) to Alcolea del Pinar, and accomodated in sport centres, industrial warehouses and schools. Some neighbours offered their own houses as complementary space. Yesterday night the situation was somewhat chaotic, and a lack of a clear and unique authority commanding the Civil Protection operations entailed the despair and compliments of the displaced population, which claimed more co-ordination and resources. A summer camp of more than 100 kids was evacuated as well as precaution measure, although the fire was still far away of the place.

Several authorities visited the place, such as the President of the Castilla La Mancha and the Vice-President of the Spanish Government, who were received by a noisy mob claiming for more resources and quicker response. The people told them that in many towns it was themselves who took care of the advancing flames which was threatening their properties and lives, something that for them was totally unacceptable.

TECNOMA will visit the place once the initial excitement and media pressure has settled down and more information will be given to EUFIRELAB about this sad incident.

Subject: Spanish Minister of Environment makes explicit mention to W-UI in a recent appearance
Comment: Cristina Narbona Ruiz, our current Minister for Environment, gave explanations in a recent appearance in the Senate, the past 28th. of April 2005. Among other issues addressed, the Minister talked about one of the points treated in the past Sectorial Conference on Environment in Santander (28-29/01/2005) and explained in detail the new resolutions in regards to the prevention and fighting of forest fires, particularly in the W-UI.

She addressed the specific needs in the rural areas and to directly imply the citizens, pointing the need of the re-valorisation of forest spaces in order to create a source of employment and income. Also the need of specific education and training, the usage of the forest remainings (potential fuel) and the industrial usage of biomass with electric power generation purposes. IN this sense she highlighted the objective of the education and training measures: the improvement of risk perception by the population.

She addressed specifically the need of planning and management of fire risk in the peri-urban and wildland-urban interface. Although some of the Spanish Autonomies are already implementing these measures, the Central Government will incentivate them as much as possible.

It seems that little by little the ideas, methods and reflections of our colleagues and our own research work is penetrating in the different Administration entities, and that is a good step forward.

But the good idea I'd like that perhaps someone should copycat in Europe is that they offer, as an specific product, the gardening and preparation of the house protection against forest fires. They base the design in the recommendations and regulations of the national and regional Administration and provide a short but useful good practices guide to make a house safe.

This is a new example, perhaps among dozens, of tranferring knowledge, science and technology to the practical and operational world, helping homeowners to accomplish regulatory obligations while keeping the house and gardening goog-looking and of course making profit of it!

Subject: 1,000 people evacuated in a new fire in Girona (Catalonia)
Comment: A new fire has surprised us past sunday 26th at 14:15 in Sobrestany mountains (Bellcaire) towards south-est (Torroella the Montgri and Santa Caterina) in Girona province. Aroud 1,000 were evacuated as a prevention measure, and many were accomodated in the sport complex in Torroella de Montgri where they stayed in the night. The fire was started (presumably by a spark from a power line tower) and consolidated quickly thanks to the strong winds (tramuntana), the high temperatures we are having in the central hours of the last days, burning around 700 ha. The fire is still running.

We have seen in many ocasions the importance of sport-complexes in the evacuation operations: they accomodate a large number of persons and, usually, are surrounded by safe areas.

The minimum duration of the fellowships is 6 months and the maximum is 36 months both for PhD and Post-Doctoral fellowships.

Suivi multi-échelle par télédétection et spectroscopie de l'état hydrique de la végétation méditerranéenne pour la prévention du risque de feu de forêt.

Résumé :
Dans le Sud-Est de la France, l'évolution du risque de feu de forêt est suivie de manière opérationnelle par deux méthodes : l'estimation d'indices de risque météorologique, spatialisés par Météo-France en sous-régions d'environ 700 km2 et la mesure de l'humidité de certains végétaux par l’Office National des Forêts sur des placettes de moins de 500 m2. Cette dernière se justifie parce que la teneur en eau des plantes joue un rôle majeur dans l’aléa d’éclosion (inflammabilité) et de propagation (combustibilité) du feu. Jusqu’ici l’utilisation des images satellitaires pressenties pour spatialiser cet état hydrique s’est heurtée à un problème d’échelle entre les données de télédétection kilométriques et les mesures de terrain ponctuelles.
Notre travail de recherche propose de valider les mesures satellitaires par des mesures multi-échelles de la teneur en eau des plantes. Nous testons l’adéquation de dispositifs à différentes échelles, du décamètre au kilomètre, pour connaître les variabilités spatiales et temporelles de l’état hydrique de la végétation méditerranéenne. Nous proposons alors des protocoles d’échantillonnage adéquats pour mesurer la teneur en eau des plantes, laquelle est comparée au signal radiométrique réfléchi par le couvert végétal. Dans un premier temps, nous travaillons à l’échelle de la feuille par spectroscopie proche infrarouge et nous montrons la pertinence de la partie moyen infrarouge du spectre électromagnétique pour prédire l’état hydrique des feuilles. Dans un second temps, nous changeons d’échelle d’observation en évaluant l’état hydrique de peuplements au moyen de données de télédétection. Les résultats obtenus à haute (capteur SPOT-HRVIR) comme à basse résolution spatiale (capteurs AVHRR, VEGETATION et MODIS) sont hétérogènes car les perturbations radiométriques et atmosphériques des images ne sont qu’en partie corrigées. Dans un futur proche, des progrès sont attendus dans le traitement de ces perturbations. La télédétection sera alors un outil de choix pour spatialiser l’état hydrique de la végétation, permettant à terme une meilleure cartographie du risque de feu de forêt.

Multiscale monitoring of Mediterranean vegetation water status using remote sensing and spectroscopy: application to forest fire hazard prevention.

Abstract:
In south-eastern France, forest fire hazard is assessed using two methods: through meteorological fire indices, spatialized by Meteo-France on sub-regions of an average size of 700 km2 and through the measurement of fuel moisture content (FMC) carried out by ONF, the French forestry board, on plots below 500 m2. The latter protocol derives from the fact that FMC plays a major role in the fire ignition (inflammability) and fire spread (combustibility) hazards. Up to now the use of satellite images for the spatialization of fuel moisture content is difficult because of a lack of validation due the difference in scale between the square kilometer of satellite data and the small size of FMC plots.
Our work aims at validating satellite data using multi-scale FMC measurements. We use different field schemes with varying scales, from decameter to kilometer, to assess the spatial and temporal variabilities of the Mediterranean vegetation moisture content. This leads to the proposition of sampling schemes adapted to FMC assessment, FMC to be compared to the radiometric signal reflected by vegetation. A first work is carried out at leaf level using NIRS spectrometry and demonstrates the interest of using the short wave infrared part of the electromagnetic spectrum for leaf FMC assessment. In a second phase, we change the observation scale and use remote sensing data to assess forest stand FMC. The results obtained at high resolution (using SPOT-HRVIR data) and low resolution (using AVHRR, VEGETATION et MODIS data) are heterogeneous because atmospheric and radiometric effects are only partially corrected. In a near future, progress are expected in the processing of these disturbing effects. Remote sensing will then become an efficient means for the spatialization of FMC content allowing a better mapping of forest fire hazard.

Subject: Fires in Andalucia 2004: declarations of Spanish Authorities
Comment: Our Environment Minister Cristina Narbona has declared that an investigation is under process to seek for possible connections between the last two fires in Andalucía and the previous ones in Huelva a month ago. She declared that it may be we are facing a wave of "forest terrorism".

Her argument is that the fires we have suffered go beyond the intentionality of just a single arsonist and she is pointing that perhaps it has to do with other interests on such lands. Narbona has promised to extend this investigation and had specific meetings with all the regions of Spain in order to prevent such risks in the future. In this sense, she is highligting the need of specific studies on the origin and causes of fires, most of them with socio-economic fundament.

The Sub-delegate Manuel Bago has declared that it is clear that there is a systematic way of setting up the fires and that this cannot be just by chance. Bago has called population to help and contribute in the fight against this fact and to collaborate with Civil Guard and Authorities in the investigation of the fires.

However we have to observe that possible socio-economic origin of the fires does not apply to economical interests as the Andalusian Law is very strict in this point: it does not allow the development of new activities, specially territorial development, in the burned areas or re-califications.

Investigation is still on going.

In light of this, may I point out two important things: first is the need of a solid and complete collaboration of all socioetal statement levels, from base population to top-authorities. Second, that the fires of such nature have a clear socio-economic origin and that new and more solid studies have to be performed to know more about this facts.

Subject: A new fire strikes settlements in Huelva
Comment: The past Saturday 28th a new fire started in Huelva province, in the area known as Paraje de Sotiel, in Valverde del Camino and Calañas municipalities and has finally been controlled the past Monday in the morning burning more than 2,000 ha out of which around 1,500 are eucalyptus forestlands and the rest acorn oak tree and pine. The rest is agricultural and grasslands.

The fire started around 15:00 in four simultaneous places, in the temperature peak time, following the high-temperature trend which is striking Andalucia since 23rd of August. This fact is pointing again to an intentionally-started fire.

In the night the fire threatened 50 houses in the Puerto Blanco settlement, displacing around 300 people which use this settlement as second residence area (vacational). The three main roads in the vicinity of the fire were blocked.

Subject: A new fire in Huelva threatens a population of 3,000
Comment: This sunday 29th a new forest fire menaced a population of around 3,000 people in El Campillo, in Zalamea la Real municipality. The fire, that was probably started intentionally, forced to evacuate 200 people of Traslasierra town and the flame front is still active. One of the major problems has been the breathing affection of old people in the towns due to smoke, evacuation was even programmed. Besides, the threated medical centre of Aspromin for disabled people is still evacuated and their residents were displaced to the nearby town of Santa Barbara. Many volunteers are working in the defence of the buidings of the centre as the flames are approaching. 200 crew members and their mechanical means, aerial means and volunteers are in the fire area. The national road 435, connecting Badajoz and Huelva cities, has been blocked.

The origin of the fire was an unatended barbecue done in a tin barrel by two persons around 50 yr old, fire embers sparkled onto the nearby grasses and the wind did the rest while these persons were eating without realising what was going on. More than 400 ha were burned.

Subject: A forest fire in Valencia forces to evacuate 7,500
Comment: A large fire of 700 ha forced around 7,500 people to evacuate in Valencia, Spain. Past Thursday 12th August we learned of a forest fire that started around 21:00 in the night, most probably put on purpose, in Sierra Calderona around Naquera municipality in Valencia (east part of Spain). Fortunately no injures nor fatalities have been accounted.

The displaced 3,000 civilians from Naquera were transported to a sports complex in a nearby town using their own vehicles and also around a dozen buses that the municipality put at their service. An on-site voluntary taskforce recruitment post was set up, the population reacted in a very responsible way and the voluntaries helped noticeably. Nevertheless, population complained for the apparent lack of co-ordination. However some of the population stayed in the town of Naquera in the will to help in the fire control and extinction operations, refusing to leave their homes alone. Electric power supply was shut down in a nearby location (Serra).

The fire started in four different outbreaks strategically disposed in two circles, which points to an intentional purpose. Investigations are still running. The fire started around 21:00 the past Thursday with a relatively strong wind from the west (dry) which grew rapidly in the first moments, burning that night and next morning around 620 ha. The fire threatened several villages and a main road was blocked. 20 aerial means were present among helicopters, air tankers and amphibious planes. 36 fire crews, 7 fire trucks, another extra fire-fighter crews from the Province Consortium, two vehicles from the municipality of Valencia and a tanker from the airport of Manises. Dozens of voluntaries were moved to the place and collaborated in the logistics and control of the fire perimeter.

The fire threatened the town of Naquera, surrounded by vegetation. Helicopters made several drops in the vicinity and in the first ranks of houses.

As you can see, the fire sooner or later hits populated areas and threatens settlements and houses. This is a new example.

Subject: Forest fires in Spain 2004 - Andalucia
Comment: A terrible forest fire in southern Spain has shocked all of us, around 24,000 ha of forest and shrub area have burnt in Huelva and Sevilla provinces, sweeping across high ecological-value areas of Quercus suber, Eucaliptus and Pinus.

The past tuesday 27th at 16:35, a man was burning some plastic remainings in the Natural Place of Los Cantos de Minas de Riotinto, in Huelva. The existing conditions were extreme, with more than 42 Celsius degrees of temperature and less than 14% of relative humidity and winds blowing over 60 km/h. In this conditions the fire literally exploded uncontrolled and catched very energetic forest fuel, what entailed a violent fire front in the few minutes.

A couple was travelling in his car between Delgadas and Montesorromero towns and was trapped by the raging fire and died on the spot. At the moment around 125 people have been assisted by medical services presenting intoxication symptoms. Today mode than 550 people are deployed in the firefront trying to stop the active fronts in Nerva in Huelva and Berrocal, EL Madroño and Castillo de las Guardas in Sevilla. A third active front is in EL Garrobo, in Sevilla.

This fire has affected populations such as Berrocal, almost all of 400 people had to be evacuated and 72 people from El MAdroño, still evacuated, being re-allocated in the hotel of a nearby town. A couple and four kids have been rescued from the approaching flames in Aznalcollar (Sevilla).

The regional government has prepared a relief fund of around 700,000 euro to mitigate the immediate properties losses in a first attempt to help the affected population.

This has been the most violent fire known in Andalucía in the past 15 years.

Many of the 10,000 scientists attending this week's annual meeting of the American Geophysical Union (AGU) study climate change. Collecting them all in San Francisco undoubtedly increases our understanding of global warming, but it releases more than 12,000 tonnes of carbon dioxide into the atmosphere, pointed out one of this year's delegates.
"Scientists travelling to meetings are a part of the market that drives the number of flights scheduled," said Lawrence Plug, who studies permafrost at Dalhousie University in Halifax, Canada. "We should have more awareness than everyone else in the market. Personally, I think it makes me more culpable."

Comment: I would like to invite all members to visit the symposium webpage. Although still in construction, it does offer valuable information on the objectives and need for this type of gathering.
